Representative Donna Howard signs on to HB 117

House Bill 117 picks up another Coauthor this morning, House Administration (Procedural) Vice Chair Donna Howard. Representative Howard has worked as a critical-care nurse, a Health Education instructor at the University of Texas, and has been president of the Texas Nurses Association (which supports access to sterile syringes as effective disease prevention).
